At this time members of the public can address the RCA Board of Directors regarding any items within the subject matter jurisdiction of the Board that are not separately listed on this agenda. Members of the public will have an opportunity to speak on agendized items at the time the item is called for discussion. No action may be taken on items not listed on the agenda unless authorized by law. Each individual speaker is limited to speak three (3) continuous minutes or less. Any person wishing to address the Board on any matter, whether or not it appears on this agenda, is requested to complete a Request to Speak form available at the door. The completed form is to be submitted to the Clerk of the Board prior to an individual being heard. Whenever possible, lengthy testimony should be presented to the Board in writing and only pertinent points presented orally. Any written documents to be distributed or presented to the RCA Board of Directors shall be submitted to the Clerk of the Board.

(The Board may add an item to the Agenda after making a finding that there is a need to take immediate action on the item and that the item came to the attention of the Board subsequent to the posting of the agenda. An action adding an item to the agenda requires 2/3 vote of the Board. If there are less than 2/3 of the Board Members present, adding an item requires a unanimous vote. Added items will be placed for discussion at the end of the agenda.)

APPROVAL OF AGREEMENT NO. 09001, PROFESSIONAL SERVICES AGREEMENT BETWEEN THE WESTERN RIVERSIDE COUNTY REGIONAL CONSERVATION AUTHORITY AND DAVID KENNETT TO PROVIDE GOVERNMENTAL RELATIONS SERVICES

		This item is for the RCA Board of Directors to adopt Resolution No. 08-012, Resolution of the Board of Directors of the Western Riverside County Regional Conservation Authority Updating the RCA's Records Retention Policy and Schedule.

ADOPTION OF RESOLUTION NO. 08-014, RESOLUTION OF THE BOARD OF DIRECTORS OF THE WESTERN RIVERSIDE COUNTY REGIONAL CONSERVATION AUTHORITY APPROVING THE ACCEPTANCE OF MULTIPLE GRANTS FOR THE ACQUISITION OF REAL PROPERTY

		This item is for the RCA Board of Directors to:

		1) Adopt Resolution No. 08-014, which approves the acceptance of multiple grants for the acquisition of real property; and

		2) Authorize the Executive Director, pursuant to Legal Counsel review, to execute the necessary grant and funding agreements, on behalf of the Authority.

REQUEST TO RESCHEDULE THE DECEMBER 1, 2008 MEETING OF THE WESTERN RIVERSIDE COUNTY REGIONAL CONSERVATION AUTHORITY

ADOPTION OF ORDINANCE 08-01, ORDINANCE OF THE WESTERN RIVERSIDE COUNTY REGIONAL CONSERVATION AUTHORITY ESTABLISHING A POLICY FOR PROPERTY ACQUISITION

		Overview - Staff Report

		This item is for the RCA Board of Directors to:

		1) Adopt Ordinance 08-01, Ordinance of the Western Riverside County Regional Conservation Authority Establishing a Policy for Property Acquisition; and

		2) Authorize the Clerk to publish a summary of the ordinance with the names of the Board members voting for and against the Ordinance within 15 days after adoption of the Ordinance.

INTRODUCTION OF ORDINANCE 08-02, ORDINANCE OF THE WESTERN RIVERSIDE COUNTY REGIONAL CONSERVATION AUTHORITY ADOPTING A PURCHASING POLICY FOR SUPPLIES, MATERIALS, OR EQUIPMENT

		Overview - Staff Report

		This item is for the RCA Board of Directors to:

		1) Introduce Ordinance 08-02, Ordinance of the Western Riverside County Regional Conservation Authority Adopting a Purchasing Policy for Supplies, Materials, or Equipment, and after reading the title of the Ordinance waive further reading;

		2) Authorize the Clerk of the Board to publish a summary of the proposed Ordinance and post a certified copy of the proposed Ordinance in the Clerk's office at least five days prior to the September 8, 2008 RCA Board meeting;

		3) Authorize staff to agendize this matter for the September 8, 2008 Regular Meeting of the RCA Board of Directors to vote on the Ordinance;

		4) Adopt Ordinance 08-02 at the September 8, 2008 Regular Meeting of the RCA Board of Directors; and

		5) Authorize the Clerk to publish a summary of the Ordinance with the names of the Board members voting for and against the Ordinance within 15 days after adoption of the Ordinance.
