At this time members of the public can address the RCA Board of Directors regarding any items within the subject matter jurisdiction of the Board that are not separately listed on this agenda. Members of the public will have an opportunity to speak on agendized items at the time the item is called for discussion. No action may be taken on items not listed on the agenda unless authorized by law. Each individual speaker is limited to speak three (3) continuous minutes or less. Any person wishing to address the Board on any matter, whether or not it appears on this agenda, is requested to complete a Request to Speak form available at the door. The completed form is to be submitted to the Clerk of the Board prior to an individual being heard. Whenever possible, lengthy testimony should be presented to the Board in writing and only pertinent points presented orally. Any written documents to be distributed or presented to the RCA Board of Directors shall be submitted to the Clerk of the Board.

An action adding an item to the agenda requires 2/3 vote of the Board. If there are less than 2/3 of the Board Members present, adding an item requires a unanimous vote.   7.1 ADOPTION OF RESOLUTION NO. 08-016, RESOLUTION OF THE BOARD OF DIRECTORS OF THE WESTERN RIVERSIDE COUNTY REGIONAL CONSERVATION AUTHORITY APPROVING THE ACCEPTANCE OF A GRANT FROM THE CITY OF TEMECULA FOR THE ACQUISITION OF REAL PROPERTY

    This item is for the RCA Board of Directors to:
 
    1) Adopt Resolution No. 08-016, which approves the acceptance of a grant from the City of Temecula, for the acquisition of real property; and
 
    2) Authorize the Executive Director, pursuant to Legal Counsel's review to execute the necessary funding agreement on behalf of the Authority.
 
  7.2 MODIFICATION NO. 1 TO AGREEMENT NO. 08002 BETWEEN THE WESTERN RIVERSIDE COUNTY REGIONAL CONSERVATION AUTHORITY AND THE UNITED STATES FISH AND WILDLIFE SERVICE FOR PARTIAL ANNUAL FUNDING OF AN INTERIM MONITORING PROGRAM ADMINISTRATOR OR MONITORING PROGRAM COORDINATOR

    1) Approve Modification No. 1 to Agreement No. 08002 between the Western Riverside County Regional Conservation Authority and the United States Fish and Wildlife Service for Partial Funding of an Interim Monitoring Program Administrator or Monitoring Program Coordinator; and
 
    2) Authorize the Chairman, pursuant to Legal Counsel's review to execute said Agreement on behalf of the Authority.
 
  7.3 INTRODUCTION OF RESOLUTION NO. 08-015, AMENDING THE AUTHORITY'S BYLAWS CONCERNING THE PURCHASE AUTHORITY FOR SUPPLIES, MATERIALS, OR EQUIPMENT

    1) Adopt Ordinance 08-02,at the September 8, 2008 Regular Meeting of the RCA Board of Directors; and Acquisition; and
 
    2) Authorize the Clerk to publish a summary of the Ordinance with the names of the Board members voting for and against the Ordinance within 15 days after adoption of the Ordinance.
