(At this time members of the public can address the Executive Committee regarding any items within the subject matter jurisdiction of the RCA that are not separately listed on this agenda. Members of the public will have the opportunity to speak on agendized items at the time the item is called for discussion. No action may be taken on items not listed on the agenda unless authorized by law. Each individual speaker is limited to speak three (3) continuous minutes or less. Any person wishing to address the Executive Committee on any matter, whether or not it appears on this agenda, is requested to complete a Request to Speak form available at the door. The completed form is to be submitted to the Clerk of the Board prior to an individual being heard. Whenever possible, lengthy testimony should be presented to the Executive Committee in writing and only pertinent points presented orally. Any written documents to be distributed or presented to the Executive Committee shall be submitted to the Clerk of the Board.)

(The Committee may add an item to the Agenda after making a finding that there is a need to take immediate action on the item and that the item came to the attention of the Committee subsequent to the posting of the agenda. An action adding an item to the agenda requires 2/3 vote of the Committee. If there are less than 2/3 of the Committee Members present, adding an item requires a unanimous vote. Added items will be placed for discussion at the end of the agenda.)

9. RESOLUTION NO. 08-012, RESOLUTION OF THE BOARD OF DIRECTORS OF THE WESTERN RIVERSIDE COUNTY REGIONAL CONSERVATION AUTHORITY UPDATING A RECORDS RETENTION POLICY AND SCHEDULE

  1) Recommend that the Board of Directors adopt Resolution No. 08-012 Updating the RCA's Records Retention Policy and Schedule; and

10. ORDINANCE NO. 08-02, AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE WESTERN RIVERSIDE COUNTY REGIONAL CONSERVATION AUTHORITY ADOPTING A PURCHASING POLICY FOR SUPPLIES, MATERIALS, OR EQUIPMENT
 
  Overview - Staff Report
 
  This item is for the RCA Executive Committee to:
 
  1) Authorize staff to agendize this matter for the July 7, 2008 Regular Meeting of the RCA Board of Directors to introduce Ordinance No. 08-02;
 
  2) Recommend that the Board Introduce Ordinance No. 08-02, An Ordinance of the Board of Directors of the Western Riverside County Regional Conservation Authority Adopting a Purchasing Policy for Supplies, Materials or Equipment, and after reading the title of the Ordinance, waiver further reading;
 
  3) Authorize the Clerk of the Board to publish a summary of the proposed Ordinance and post a certified copy of the proposed Ordinance in the Clerk’s Office at least five days prior to the September 8, 2008 regular meeting of the RCA Board of Directors to vote on the Ordinance;
 
  4) Authorize staff to agendize this matter for the September 8, 2008 Regular Meeting of the RCA Board of Directors;
 
  5) Recommend that the Board vote to adopt Ordinance 08-01 at the September 8, 2008 Regular Meeting of the RCA Board of Directors; and
 
  6) Authorize the Clerk to publish a summary of the Ordinance with the names of the Board Members voting for and against the Ordinance within 15 days after adoption of the Ordinance.
 
11. RESOLUTION NO. 08-013, A RESOLUTION OF THE BOARD OF DIRECTORS OF THE WESTERN RIVERSIDE COUNTY REGIONAL CONSERVATION AUTHORITY ADOPTING A SURPLUS REAL PROPERTY POLICY

  This item is for the RCA Executive Committee to:
 
  1) Recommend that the Board adopt Resolution No. 08-013, A Resolution of the Board of Directors of the Western Riverside County Regional Conservation Authority Adopting a Surplus Real Property Policy, and
 
  2) Authorize staff to agendize this matter for the July 7, 2008 meeting of the RCA Board of Directors.
