No action may be taken on items not listed on the agenda unless authorized by law. Each individual speaker is limited to speak three (3) continuous minutes or less. Any person wishing to address the Executive Committee on any matter, whether or not it appears on this agenda, is requested to complete a Request to Speak form available at the door. The completed form is to be submitted to the Clerk of the Board prior to an individual being heard. Whenever possible, lengthy testimony should be presented to the Executive Committee in writing and only pertinent points presented orally. 10. ORDINANCE NO. 08-02, AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE WESTERN RIVERSIDE COUNTY REGIONAL CONSERVATION AUTHORITY ADOPTING A PURCHASING POLICY FOR SUPPLIES, MATERIALS, OR EQUIPMENT

This item is for the RCA Executive Committee to:

1) Authorize staff to agendize this matter for the July 7, 2008 Regular Meeting of the RCA Board of Directors to introduce Ordinance No. 08-02;

2) Recommend that the Board Introduce Ordinance No. 08-02, An Ordinance of the Board of Directors of the Western Riverside County Regional Conservation Authority Adopting a Purchasing Policy for Supplies, Materials or Equipment, and after reading the title of the Ordinance, waiver further reading;

3) Authorize the Clerk of the Board to publish a summary of the proposed Ordinance and post a certified copy of the proposed Ordinance in the Clerk’s Office at least five days prior to the September 8, 2008 regular meeting of the RCA Board of Directors to vote on the Ordinance;

4) Authorize staff to agendize this matter for the September 8, 2008 Regular Meeting of the RCA Board of Directors;

5) Recommend that the Board vote to adopt Ordinance 08-01 at the September 8, 2008 Regular Meeting of the RCA Board of Directors; and

6) Authorize the Clerk to publish a summary of the Ordinance with the names of the Board Members voting for and against the Ordinance within 15 days after adoption of the Ordinance.
