At this time members of the public can address the RCA Board of Directors regarding any items within the subject matter jurisdiction of the Board that are not separately listed on this agenda. Members of the public will have an opportunity to speak on agendized items at the time the item is called for discussion. No action may be taken on items not listed on the agenda unless authorized by law. Each individual speaker is limited to speak three (3) continuous minutes or less. Any person wishing to address the Board on any matter, whether or not it appears on this agenda, is requested to complete a "Request to Speak" form from the Clerk of the Board. The completed form is to be submitted to the Clerk of the Board prior to an individual being heard. Whenever possible, lengthy testimony should be presented to the Board in writing and only pertinent points presented orally. Any written documents to be distributed or presented to the RCA Board of Directors shall be submitted to the Clerk of the Board.

	(This item provides the opportunity for the Board Members to report on attended meetings/conferences and any other items related to RCA activities.)

5.	ADDITIONS/REVISIONS

(The Board may add an item to the Agenda after making a finding that there is a need to take immediate action on the item and that the item came to the attention of the Board subsequent to the posting of the agenda. An action adding an item to the agenda requires 2/3 vote of the Board. If there are less than 2/3 of the Board Members present, adding an item requires a unanimous vote. Added items will be placed for discussion at the end of the agenda.)

FISCAL YEAR 2010-11 FIRST QUARTER FINANCIAL REPORT

		This item is for the RCA Board of Directors to receive and file the Fiscal Year 2010-11 First Quarter Financial Report

7.2

SECOND AMENDMENT TO REVENUE LEASE BETWEEN THE WESTERN RIVERSIDE COUNTY REGIONAL CONSERVATION AUTHORITY AND THE COUNTY OF RIVERSIDE

		Overview - Staff Report

		This item is for the RCA Board of Directors to approve the Second Amendment to the Revenue Lease between the County of Riverside and the Western Riverside County Regional Conservation Authority.

8.	AMENDMENTS TO THE JOINT EXERCISE OF POWERS AGREEMENT, THE IMPLEMENTING AGREEMENT, AND THE BYLAWS TO ADD THE CITY OF EASTVALE TO THE WESTERN RIVERSIDE COUNTY REGIONAL CONSERVATION AUTHORITY

	Overview - Staff Report

	This item is for the RCA Board of Directors to:

	1) Authorize the Chairman to execute, and direct staff to send the Fourth Amended and Restated Joint Exercise of Powers Agreement Creating the Western Riverside County Regional Conservation Authority to the member agencies for execution;

	2) Introduce Resolution No. 11-002, Resolution of the Board of Directors of the Western Riverside County Regional Conservation Authority Amending the Weighted Voting Section of Its Bylaws to Add the City of Eastvale, and direct staff to agendize this item for adoption at the next regularly scheduled meeting of the Board of Directors;

	3) Approve and authorize the Chairman to execute the Second Amendment to the Implementing Agreement for the Western Riverside County Multiple Species Habitat Conservation Plan/Natural Community Conservation Plan;

	4) Authorize the Executive Director to take the necessary actions to effect the incorporation of the City of Eastvale in the Western Riverside County Regional Conservation Authority and the Western Riverside County Multiple Species Habitat Conservation/Natural Community Conservation Plan; and

	5) Authorize staff to send notice of the environmental effects pursuant to Section 20.4.2 of the Implementing Agreement.

9.	PRESENTATION REGARDING INFRASTRUCTURE COVERED ACTIVITIES

	Overview

	Laurie Dobson Correa, Director of Reserve Management and Monitoring, will give a presentation regarding infrastructure covered activities.

10.	EXECUTIVE DIRECTOR'S REPORT

		This item is for the RCA Board of Directors to receive and file the Doug Wheeler quarterly report.

	10.2	LETTER IN SUPPORT OF INCREASING SECTION 6 FUNDING

		Overview

		This item is for the RCA Board of Directors to authorize the Chairman to sign a letter in suppport of increasing Section 6 Funding.

	10.3	LETTER OF RECOMMENDATIONS FOR: 1) A CALIFORNIA DEPARTMENT OF FISH AND GAME COMMISSIONER; AND 2) DIRECTOR OF CALIFORNIA PARKS AND RECREATION

		Overview

		This item is for the RCA Board of Directors to authorize the Chairman to sign letters or recommendation for a California Department of Fish and Game Commissioner and Director of California Parks and Recreation.
