RCA commissions research and scientific review of any changes to the MSHCP and develops protocols for monitoring procedures. These reports, while infrequent, are critical to achieving the overall goals of the MSHCP to conserve species while permitting transportation improvements and economic development also critical to western Riverside County’s quality of life.

RAND Corporation Report

In November of 2008 the RAND Corporation completed and released a report on the Western Riverside County Habitat Conservation Plan. The report "Balancing Environment and Development Costs, Revenues, and Benefits of the Western Riverside County Multiple Species Habitat Conservation Plan" concluded that the plan has made significant progress but needs modifying to reach its goals in Southern California's changing economy. It has also sped up the approval process for most road projects in western Riverside County that affected federally listed species by as much as five years. RAND News Release The Multiple Species Habitat Conservation Plan also reduces the number of time-consuming lawsuits challenging transportation projects, creating additional time savings
