The Permittees of the MSHCP are the 18 Cities, the County of Riverside, Riverside County Flood Control and Water Conservation District, Riverside County Regional Park and Open Space District, Riverside County Department of Waste Resources, Riverside County Transportation Commission, Western Riverside County Regional Conservation Authority, California Department of Transportation, and California Department of Parks and Recreation.
