RCA Board Reappoints Kevin Bash as Chair for 2026

The Board of Directors of the Western Riverside County Regional Conservation Authority (RCA) has unanimously selected Kevin Bash, Councilmember for the City of Norco, to serve as the RCA Chair for 2026. Chair Bash has been a member of the RCA Board of Directors since 2010 and has held the position of Chair since 2024. Under his leadership, the RCA has acquired over 3,100 acres of land for the Multiple Species Habitat Conservation Plan (MSHCP) reserve and launched a video series to introduce the community to MSHCP-owned lands.

“Serving on the RCA Board of Directors has truly been one of my most rewarding experiences as an elected official. I am both humbled and thrilled to continue my role as Chair of the RCA Board of Directors. Together, we are making incredible strides in assembling the MSHCP reserve and protecting our region’s beautiful natural landscapes while addressing the region’s infrastructure needs,” said RCA Chair Kevin Bash.

Additionally, the RCA Board of Directors has selected Riverside County Supervisor Karen Spiegel, representing the Second District, to continue as Vice-Chair for 2026. Supervisor Spiegel has served as the RCA Vice-Chair since 2024.

The RCA was established in 2004 to oversee the MSHCP, which aims to protect endangered species while streamlining the environmental permitting process for housing and infrastructure, thereby supporting economic growth in western Riverside County.
